The South African Maritime Safety Authority (SAMSA) regulates all vessels on South Africa’s inland waters, including the Vaal River, under the National Small Vessel Safety Regulations.

This page makes it easy for you to:

RECREATIONAL (PRIVATE) BOATS

Where to get a Certificate of Fitness for vessels ≥9m

Recreational vessels are surveyed and certified by SAMSA Authorised Agencies, SAMSA External Appointed Surveyors and SAMSA.

✔️  Service Providers (Recreational Boats)

  • SASCA / SmallCraft Safety Agencies
  • SALTBA (South African Light Tackle Boating Association)
  • SADSAA (South African Deep Sea Angling Association) Safety Officers
  • SA Sailing (South African Sailing)

 

👉 These providers:

  • Conduct Surveys
  • Assist with Boat Registration
  • Assist and provide Buoyancy Certificates

COMMERCIAL VESSELS (IMPORTANT DIFFERENCE)

A vessel becomes commercial when:

  • You carry passengers for reward (i.e. charging money)

👉 These vessels:

  • Are regulated directly under SAMSA's authority.
  • Require a Local General Safety Certificate (LGSC).
  • Must be operated by a Skipper holding a Passenger Vessel Endorsement.
  • Must comply with strict passenger limits and survey requirements.
  • Commercial Vessels must also obtain permission from Local Water Body Authorities ( Department of Water Affairs, Rand Water, Local Municipality, etc.)

SKIPPER LICENSING & PASSENGER RULES (CRITICAL)

This is one of the most important compliance areas on the Vaal River.

CATEGORY R (INLAND) SKIPPERS LICENCE

For inland waters like the Vaal River, skippers require a:

👉 Category R Skipper Licence (Certificate of Competence – CoC)

This certificate:

  • Allows you to operate recreational vessels on inland waters up to 12 passengers.  (NB No vessels to take more than what the CoF allows; it is against the law to overload a vessel.
  • Only in emergency incidents a vessel assisting may carry more than the CoF allows.

Has size and passenger limitations

CARRYING MORE THAN 12 PASSENGERS

If you intend to carry larger groups:

👉 More than 12 passengers 

  • Requires specific endorsement on your skipper licence. (Passenger endorsement, examination, oral and practical to be conducted by SAMSA examiner.)
  • Vessel must be properly surveyed by SAMSA.
  • Vessel must operate with a valid Local General Safety Certificate. (LGSC) issued by SAMSA.

Must align with vessel certification

CORE COMPLIANCE REQUIREMENTS 

✔️ Certificate of Fitness for vessels ≥9m. (COF)

  • Annual inspection required
  • CoF must be onboard and valid at all times

 

✔️ Local General Safety Certificate (LGSC)

  • Annual inspection required
  • LGSC must be onboard and valid at all times

 

✔️ Buoyancy Certificate (BC)

  • Confirms vessel flotation
  • Typically valid for 5 years
  • BC must be onboard and valid at all times

 

✔️ Vessel Identification Number

  • Must display official number on both sides.

 

✔️ Safety Equipment

  • Life jackets (one per person)
  • Fire extinguisher
  • Anchor & rope
  • Sound device
  • First aid kit
  • Kill switch (where applicable)
  • Please consult SAMA checklist for various types of categories of vessels

VESSELS OVER 9 METRES

If your vessel is:

👉 Longer than 9 metres

You must:

  • Hold the correct type of certificate (over 9 meters)
  • Undergo more advanced competency training

COMMERCIAL OPERATIONS. CARRYING PASSENGERS FOR REWARD 

If you:

  • Charge money
  • Carrying more than 12 passengers

Then:

✔ You are operating a commercial vessel

You MUST:

  • Hold the correct type of certificate with relevant endorsements.

👉 Important:

  • The endorsement is vessel-specific

RECREATIONAL BOAT OWNER CHECKLIST

WHEN YOU FIRST BUY A BOAT

  • ✔️ Proof of ownership
  • ✔️ Valid buoyancy certificate
  • ✔️ Vessel Identification
  • ✔️ Skipper licensed
  • ✔️ Safety equipment onboard
  • ✔️ Book COF inspection

EVERY YEAR (MANDATORY)

  • ✔️ Renew COF
  • ✔️ Check all safety equipment
  • ✔️ Confirm skipper licence validity
  • ✔️ Ensure the Bouyancy Certificate is valid
  • ✔️ Update if ownership changes

IMPORTANT

  • No valid COF or LGSC = Not allowed on the water
  • Insurance may be invalid if non-compliant
  • Owner and skipper are legally responsible for vessel and all lives onboard
